A National Strategy Built for Innovation

Singapore’s AI journey is guided by clear intent. The National AI Strategy 2.0 outlines an ambitious yet practical roadmap for Singapore to become a global AI leader. This roadmap includes key sectors to prioritise, the need to foster public-private partnerships, and a strong emphasis on building AI capabilities that benefit both citizens and businesses.

Singapore’s push toward AI leadership is powered robust digital infrastructure including nationwide 5G, secure, data centers. It is also backed by government-backed initiatives such as AI Singapore and SGInnovate that are actively developing local talent expertise and supporting AI Research and Development. Meanwhile, programmes such as IMDA’s Generative AI Sandbox enable SMEs to explore AI-driven solutions, yielding productivity gains and improved customer service.

Innovation districts like Punggol Digital District and one-north bring together research institutions, startups, corporates, and SMEs, providing access to cutting-edge tech, collaboration opportunities, and specialised talent.

Furthermore, Singapore’s pro-business environment ensures that innovation isn’t limited to the big players. SMEs benefit from a suite of support mechanisms, including grants, regulatory sandboxes, and accessible pilot programmes that lower the barriers to experimentation and scale

Why AI matters to SMEs

SMEs drive 99% of Singapore’s businesses and employing 70% of its workforce. However, only 4.2% of small and medium-sized businesses had adopted AI in 2023, compared to 44% of large companies, according to an Infocomm Media Development Authority (IMDA) report. Encouragingly, more businesses are taking steps to go digital. A 2025 UOB Business Outlook Study revealed that 74% of SMEs plan to boost their digital spending to 50% this year, despite existing challenges. As digitalisation accelerates, AI is emerging as a key enabler, equipping SMEs with the tools to improve efficiency, drive innovation, and stay competitive.

The barriers holding SMEs back are both practical and structural. One of the most significant hurdles is cost. AI solutions can be expensive, often built with large corporations in mind rather than resource-constrained SMEs. The Singapore Business Federation has also found that a lack of necessary skills is one of the top reasons why SMEs hesitate to adopt technology. This challenge is even more pronounced with AI, as the technology is relatively new and rapidly evolving.

The National Business Survey 2024 also highlighted that many SME leaders struggle with a knowledge gap. They are unfamiliar with AI and often don’t know where to start. The number of tools and platforms can feel overwhelming, and without guidance from mentors, solution providers, or industry experts, many businesses end up doing nothing at all.

This inertia comes at a cost as SMEs miss out on the benefits afforded by AI adoption. AI can streamline operations, cut down repetitive tasks, sharpen customer targeting, and support smarter decisions.

Support for SMEs

Many SMEs in Singapore are already leveraging AI to solve real-world challenges and future-proof their businesses. Retailers are using AI to personalise customer journeys and better forecast demand. Food & beverages (F&B) operators are optimising inventory, streamlining kitchen operations, and analysing customer sentiment in real time. Professional services firms are using AI-powered chatbots and automating documentation to free up time for strategic, high-value work. These examples show that AI isn’t just for tech giants—it’s for every business ready to grow in a digital-first world.
